From the Molyneux video I got the impression that the human genome possesses coding for both evolutionary strategies, and childhood environmental triggers set off epigenetic flags to encourage either r or K behavior in individuals. There may be a difference in the amount of r or K genes based on Neanderthal DNA or just basic speciation among humans, but when this gets into a "haw haw look at black people they're a prey species" argument, it's ignoring all those tribes in Africa that don't live with low-hanging fruit to feed on, like the bushmen. Realistically any subgroup of humanity that hasn't been wiped out by now would need the genes to adapt to either an r or K environment.
