I have been to Norway, Sweden and Iceland. To my knowledge they are 100% English speakers! I find it hard to believe Romanians are as well.
I stayed in Bucharest for 6 month, their English level is surprisingly good and they are all hooked up to American media so they get your jokes and humor without confusion.
