I worked as a High School teacher from 1994 to 2006 and I've witnessed situations where kids were drugged with Ritalin not because it was really needed, but simply because some teachers could not let those kids were too "disturbing" even if there was nothing wrong with them.
Another time, some kids were suspended because they "fought" each other. In fact, they were just playing, and I could give you many other examples!
