This is not only an American thing.
Many cultures like to "snack" while drinking.
In Spain, not all bars are tapas bars (though many are)
If you set up a date, there would be no mistake as to what kind of evening you could expect. If you ask a girl to meet you at a tapas bar, you would expect the two of you to order some tapas.
Chances are, if she's feminine, she'll peck away at a couple items. A tuna stuffed piquillo, a bite of tortilla espagnola, and that's it. There's no giant bowl of french fries or a platter of bone marrow toast.
By contrast, in the U.S. when tell a girl to meet you for a drink, it should mean just that. Beverages.
