I don't think is much a matter of quality, but rather of enviroment.
If you go to Thailand where is summer all year long, food is healthy and cheap, people have a very relaxed and liberated attitude towards sex, and the border between a pros and a normal girl is very tiny, you can fuck as long as your body allows you to do it. But if you fuck a 5 or a 7, you still have to put some effort, game, time in it. People perceive a 5 as easier, and go for it. Other think that only girls from 7 on give them a boner, and try only with them.
Numbers are numbers, so quality, for what we are talking about, doesn't matter much. In my country (Italy) a 4 or a 5 can be the most difficult girls to crack, because there if a girl is ugly and also have a slut reputation, she has probably her life fucked-up forever on.
