I can't think of specific countries per se...but as for cities? Maybe I can shed some light on my experiences.

Barcelona - Yeah if anyone isn't Catalan..it's going to be an uphill battle if the objective is local Catalan chicks (who don't do it for me anyways). My Madrileno friends even can't stand how locals treat tourists like total trash here. Perhaps it was my imagination...but it seemed as if East Asians were considered the gypsies here lol.

City itself was not my cup of tea..tourist traps galore..you'd have one big block of restaurants...that were secretly owned all by same person. Go figure.

Sao Paulo - Cool people, high quantities of high quality women, great atmosphere. I found many of the professional males to be very weary of other gringo males like myself even when speaking Portuguese leading to condescending one word English responses like "fine" or "NO!" Brasileiros in other cities would typically greet/befriend me, and then try to holler at local chicks in unison. Excessive jealous cockblocking was the case in Sampa at least I found. An altered strategy will be implemented next time as I liked the city that much (not to mention women).

Budapest - Overall great city & beautiful women. This was the millionth stop on my first Euro trip 5 years ago & didn't find motivation to crack women & locals as I was missing the Greek & Slavic girls in nations before. Overall very friendly people but young professional/student crowd seemed very clique-ish.

Lodz - With regards to being a foreigner of a darker complexion, this place could be tricky with not so much the women but local males giving you dirty looks. I hear there is somewhat of a brawl culture even if a local guy gives another local in what may be perceived a "suspicious" look. This place isn't like the other cities I've visited in Poland so be careful here!
