Having a tan looks good, but what's more important is having a good healthy complexion. If you work out every day or twice a day, you'll get great circulation, especially in the face, and develop a healthy red glow. That glow is what is attractive to chicks. It's a sign of health and a biological indicator of fitness and a good immune system etc.
And the other strategy is to eat a lot of colored food. The pigments from fruits and vegetables will go directly to your skin. Overload on the vitamin A's, beta carotene (especially), berries etc. Drink a few glasses of low sodium V8 every day and watch your skin change in color. But don't over do it.

And this goes for darker skinned dudes as well.
