Exactly. I don't think the cut and run idea is realistic, because you would still have to file your tax return with the IRS each year. It's getting very difficult for Americans abroad to lay low because of new laws like FATCAt and the pressure that the US can put on smaller countries by blocking trade.
It would only work if the guy has another citizenship and is willing to renounce.
