Dr. Howard, Liberty Tax, Jackson Hewitt, and H&R Block are already in this business. They make their money by partnering up with a bank or if the customers do not have one they will give them a debit card for a fee. Back in 08, H&R block made paying by peddling mortgages to their tax customers.
