I think Mexico is definitely one of those places where there is always a sliding scale on prices.
I have been staying in Downtown Guadalajara in a small but clean hotel room for 160 pesos a night ($12). I made some friends who told me that I was paying too much and that I can rent a simple room downtown for 500 pesos a MONTH ($35). Though it seems most rooms in Mexico go for around 1000 pesos and up.
