A lot of good looking or built guys taking receiving IOIs for granted.
The vast majority of guys get no looks from women at all. This is why the majority of game writers talk about doing cold approaches. As a man you have no idea if a woman is interested because she doesn't signal it at all. But you gotta approach anyway.
If you were doing sales, would you rather make cold calls or would you rather approach warm leads?
A player still has to be a closer. But warm leads are better than cold and a good build or other edge (great style, obvious charisma) warms them up before you move in.
