I have to say Rio, especially if you want to experience more of what Brazil has to offer. I've only been to Rio, and aside from the girls, the place itself is just beautiful (well the nice parts anyway). I just think you can experience more of Brazil in Rio than in PA, and I really doubt that girls in PA are magically way easier than in Rio. Besides, it does not seem like someone like you needs to worry about ease of girls, so I think non-girl factors might actually be more important in your situation.
