for what its worth...we have both told each other we like each other and she calls me "love" alot. But no "I love you" yet.
I have never had to ask a girl this. They all bring up the issue themselves if they are interested in a relationship.
In fact, I'd say if a girl does NOT specifically ask you if you're seeing other people, it's a sign she's just using you for sex.
