A mix of both, of course.

On one hand, there are plenty of dregs flying over who honestly just aren't attractive and cannot pull in the west for that reason-this is true. At the same time, I find that there are just as many guys who have had some sexual success in the west (longterm GFs, hookups, etc) and still prefer to travel.

It makes sense, really. When you actually think about it, the west isn't a particularly easy place to do that well for the average guy. Ratios are bad, as this excellent blog details, and the entire culture in a place like the USA is just not quite as friendly to guys from a sexual viewpoint as many others (the shaming language, the punitive family law, not-so-equalist-feminism, etc, we all know the story).

As mentioned before in here, an average western dude over in Thailand can easily, at 45 years of age and with an income not much more than $25-30k annually, pull a 20-25 year old for an LTR or several such females for a number of more casual relationships.

How many American or other western men do you know that can regularly pull this off? Unless you're a celebrity, it probably isn't happening. We can go on and on about the value of game, but even a fairly competent 35-45 year old player in a major American city is going to have a tough time regularly pulling 20-25 year old chicks, much less fit and attractive ones. A few very well polished and affluent players will do ok, but not without a lot of skill and capital. In Thailand (among many other nations), such women will fight over him for relatively little effort on his part. An return on investment like that is tough to turn down.

Taking all of this into account alongide the potential for many of these guys to just prefer the look of certain women overseas (the near total lack of obesity helps) and you can see why even a dude with some options might consider making the trip. Even if you aren't a loser, a place like this can have a lot to offer you. ROI's this high are just tough to ignore.

Some guys prefer petite women-nothing wrong with that so long as they are legal. Others are just happy to be in the company of fewer plump women, the kind that is all too common throughout the west.

Honestly, if many of those women were plucked out of that dude's arms and placed on my campus, they'd easily be among the 2-3 hottest Asian girls at the school. For any guy coming out of an environment like that (where women are either scarce due to bad ratios, somewhat plain as a whole, or both), these girls would be good catches. Quite a few (possibly most) western guys come out of environments like that.
