It certainly is possible to bang Egyptian girls, but you have to choose your targets very carefully, since probably 90% of the girls here are not open to sex before marriage.

Check out especially Harry's Pub in the Zamalek Marriot, La Bodega (also in Zamalek), and the ACE Club and the BCA in Maadi. You may also find them at some of the nightclubs, such as the Cairo Jazz Club in Agouza and Stiletto in the Dokki Sheraton.
Style of game to run: Suited down.
Upper-class girls: Upper-class girls in Egypt are very Westernized, with at least some of the openness towards sex that comes with it. Sexy, fashionable and cultured, they are very high-caliber girls. Hence, they are very hard to pull. Since most likely they've traveled extensively in the US or Europe, there is no "gringo effect" on them, and dating a foreigner would most likely be a step down for them. They're after the big fish in their own country. Although they look down on most things Egyptian and don't follow traditional Egyptian sexual mores, they move in very restricted social circles and so they do face a lot of scrutiny from peers who would not approve of them dating a foreigner.
Style of game to run: Being affluent yourself helps. You also need to stand out from the typical foreigner. Although these girls often disdain to speak Arabic even though it's their native language, if you know Arabic well it will make you stand out.
Venues: the playgrounds for these types of girls are in Zamalek (old money) and Heliopolis (new money). The restaurants and cafes in these neighborhoods will contain loads of them. However, these are not the best venues to pick them up, since they'll usually be sitting with a crowd of friends -- a difficult approach in any country, but exponentially moreso in Egypt.
The American University in Cairo is actually a really good place to meet this kind of girl, since only the upper class can afford to send their children there. I swear to you that you will be hard pressed to find any girl less than a 7 on AUC's campus -- and when you spot one, she'll probably be an American. It's a great place for day game.
The City Stars mall in Nasr City is another good day game location (or day-game style, since you can hit this place up even at nighttime), and you'll find this kind of girl there, among others. Other good venues are Amici in Zamalek (the closest thing to an American style bar in Cairo), and the nightclub Tamurai -- but you'll need deep pockets for those.
Open-minded middle class girls: this is the type of girl where you have to be more discriminating, since there are many such girls who love the idea of dating a foreigner -- not always, as you might think, because they want a visa, but because they don't like the way Egyptian men act in relationships (needy, insecure, and jealous). The problem is that a lot of them might date you, but they'll still be virgins and not really down for sex. Now they'll be willing to do things with you that they wouldn't do with an Egyptian guy, but even still, trying to deflower an Egyptian girl would be a several month project, and success is far from guaranteed. However, there are a number of such girls who -- for whatever reason -- have already lost their virginity and are DTF. These aren't always the most attractive girls, but they are pretty easy. The gringo effect is usually enough to win them over. Knowledge of Arabic will also be useful, since their English is usually not as good as that of the other two categories of girls I mentioned.

Badoo is just for prostitutes, and OkCupid is a desert of girls who neither put up their pictures or fill out their profile -- lest they be identified. They just stalk you anonymously.
