It's difficult to know the background with this kid from such a short video. This may have been going on for a while in a despicable manner, or it may have been an extension of the type of name-calling that kids typically do to one another. Maybe both the Sikh and the other kids routinely traded racist/insensitive barbs back and forth or maybe this kid is routinely being shoved around with no friends or allies.
If this is the result of both sides making fun of each other, I see no problem and the kid is just attention whoring (likely under the direction of a parent). If this is the result of racist xenophobia then it is a problem.
