Some of this is innocuous - the "Hi, how are you?" throwaway stuff can't be considered harassment. Sure, the subtext is often "Hi, how are you? Want some dick?" but I don't think that's problematic. The "Damn, mami! You lookin' good," type shit is fairly rude. Not criminal or anything, but I can see how that would get fucking annoying. The guys that follow her, particularly the one that does it for five minutes in silence, are way out of line. If a rando was following me around I'd get pretty unfriendly pretty fast.
