I think everyone will have their opinions.
Example being the Dominican Republic.
There are white members who have posted that having white skin is a big advantage, and black guys don't do that well.
On the other hand, I've met black members who say that black guys will do better.
In both cases, they did extremely well in the DR.
What I think it is, is you have guys with tight game and fluent Spanish coming down there and doing very well. Then they compare their results with the average guy and come up with explanations like "they like white guys more here" or "black guys kill here".
Then you have girls telling guys why they like them. Obviously if you are white a girls gonna tell you she loves white skin, and if you're a black guy you'll have girls telling you how hot that is too.
As a rule, if you're not a specific ethnicity you should be very careful in generalizing how someone would do based on their ethnicity/skin/hair color etc.
