But have you been to EE actually? Slovenia does not count, it is almost Italy/Austria. Czech and Poland should not count either, they are too close to the German influence.
I'm talking Romania, Serbia, Bulgaria.... Apparently, Lithuania too. People here actually vote for a mayor who tolerates this mayhem. It's not just parking but the right to sell tomatoes from a street cart, to paint your floor of a condominium a different color, to play loud music from your bar in a residential neighbourhood, and all kinds of similar shit that drives crazy the foreigners and those locals who've lived abroad.
Some say it's compensating for 40-50 years of Communism when you weren't allowed to do shit without the state's blessing, some say it's just the local people's mentality, I don't know what it is but it is definitely very different from a well-ordered boring country like Germany.
Yeah, there are rules but most people don't observe them, and the penalties are not enforced.
A possible game implication is that you may not differentiate yourself by being a rebel who does not play by the rules, because noone plays by the rules here anyway.
