Nobody is forcing Silicon Valley to hire people that aren't qualified. Because a feminist or civil rights activist gets angry and makes a bunch of noise doesn't mean anything will change about their hiring process. There would have to be actual evidence of discrimination before the government got involved. Having a workforce that's non-representative of the population is not considered evidence, otherwise the NBA would've been out of business long ago. Airline pilots are almost entirely white males, but nobody has done anything to stop that. They'd have to have actual evidence that corporations are turning away qualified applicants for reasons related to their race or sex. IRTs are over-represented in Silicon Valley, so it's obvious no racism is going on.
