A lot of people in the comments were confused by this. They were showing these two different girls side by side to highlight how two students wearing the same thing were treated differently (one edited, one not).
Yeah didn't make it down to the comments but that makes sense.
Looking at the examples I imagine the first thing they looked at was a low cut shirt and from there if they noticed anything else (shoulders not covered) they would fix it while they were at it. Though this is speculation as we don't know what the girl in the second photo set looked like in the before photo.
