This was my thought as well. I honestly don't really understand how things like this can be handled by the university alone. If a crime has been committed why would the university not be letting the police investigate it? Is sexual assault the only area where universities handle things internally, rather than let the police do their jobs?
If there was a murder on campus I sure wouldn't expect one of these kangaroo courts to handle it ("he's been accused, he must be guilty!") so why is it any different for other crimes? Anyone with a legal background want to chime in here?
