You need to get out of the centre and up into the hills where they are not used to seeing guys that obviously don't look Colombian to get that kind of reaction though.
They literally stare at you with that 'WOW! Who is this guy?' expression on their faces. Try taking the cable car up to the top of Santo Domingo and having a wander around.
