By and large, it's hard to say because the ones that you could bang tend to be not congregated in one place but try to blend into mainstream society - this applies especially to Turkish and Arab girls. But as a rule of thumb go to the big cities and hit university environments.
As for Berlin, there are some clubs for Jewish (Meshugge nights at Brunnen70) and Balkan people (Kaffee Burger) where I did well.
