Interesting read. As a corollary, this story reminded me that young teen hit men have long existed in US inner cities as well. The thought is that they are more malleable mentally and also face less harsh punishments when having to face the justice system. Street gangs enlist their services, as the cartels did in this story and have them do the dirty work although they don't tend to be as brutal as the cartels are.
