The Soviets are at fault since they intentionally made subhumans - "Russian Bydlo" out of the people of the Russian Empire/USSR - passive, obedient, fearful, who drag each other down like crabs in a bucket. Much easier to rule over such people. In all fairness Putin can't really be blamed for this because he is only working within the system.
