On my trip there, I didn't see many of what I consider 8s. Then again, I don't see many 8s anywhere. Also, living in Japan, I've been spoiled by how the women here are nearly all 'thin' (or downright skinny) by western standards, they love to dress up and are very good at it, and are Picassos at putting on makeup.
It also depends what you consider an 8. If you mean the 80th percentile (an 8 is simply better than 79% of the population in your target age group), or if you mean a 'true' 8 on a standard bell curve where she is better looking than 97% of the population. I flip-flop myself sometimes, but I tend to stick with the 'true' bell curve scale usually.
So, no, not many 8s in the PI, but there are some to be found.
