I haven't checked them out for a while, but i researched gear like this a lot a few years ago. Back then, Eagle Creek made some good bags that you're describing. I have a regular E.C. bag, and some broke the lock+zipper to steal something when the back was in transit during a flight. I sent it to Eagle Creek for repair, and the ended up replacing the bag for free. Pretty nice service when you consider that having the bag broken into has nothing to do with a manufacturers defect.
