4) is extremely important. Not only dealing with local police simply sucks and will cost you a lot of money simply because you are assumed to have money, but in case the bloke you hit was a son of some important person (like an elected official, a police officer or a high rank gang member), and he got some severe issues, you'll likely regret it deeply for the rest of your life - with the only bright thing that your life won't be too long. Too many suicides committed in ex-USSR prisons.
