I'm an average joe, by no means a great chef or on the top of my game, but I've done a few special events that were covered by some citywide press and bloggers. I cook, so it's easy enough for me to get some cheap press if I go out for a cooking demonstration, cooking competition, or if I get a somewhat high profile job. Restaurants and hotels these days either have their own PR or subcontract, and that's always one of the perks of a job is getting some free PR, so long as I don't fuck anything up too bad.
Whatever your hobby or profession is, I'd say just figure out a way to get yourself out in the public forum, either through demos, competitions, magazine articles, etc.
