Let me be even more specific, what I mean is that quality of girls in that country when you are travelling for a short period of time. Girls that are completely inaccesible to foreigners unless you have some contact within their social circle. I am sure some of us could do so given social proof and enough time.
I doubt that all the guys here raving about how the girls in the Phillipines are just throwing themselves at tourists are talking about girls that look like the ones in the picture you posted. They look more like the ones in the hooker picture.
