Part of it is that Vietnam still has a stigma from the war, most people don't seem to have a clue what it's really like there and think it's a shithole when it really isn't for the most part.
The other part is that it's really only started opening up for tourism in the last decade or so, as annoying as that visa is apparently they've streamlined it significantly in the last few years, Vietnam used to be one of the true backpacker tests where having been there was a genuine achievement in travel.
I also didn't notice anywhere near the level of P4P in Vietnam, I'm sure it's there as I don't look for it, but Bangkok (and Manila) are famous for that element which puts them on the more mainstream list of the sex tourists who aren't thinking about gaming and just want to get cheap pussy.
