How much would you expect tailors to charge for bringing the bottom hem up? Would you suggest 3" overhang at the front and back (longest parts of the shirt tail)?

As much as you may hate it, tucking that shirt in actually helps give the appearance of height -- bespoke clothes here are the only answer, though, because off-the-rack clothes look terrible tucked. If you don't want to tuck, have your tailor bring the bottom hem of all shirts up so it's just a few inches over your belt instead of 6".
