I've thought a little more about this and I think someone looking to score in Africa might do well in Addis Ababa or Kigali as they are business and education hubs for the upwardly mobile from around the continent but are not ratchet like Lagos and South Africa. So you could meet a lot of college girls and other high-class girls from around the continent all in one city. Doing this, you can also live in a pretty nice city in a country where you could even start your own business and make money if you wanted to. Ethiopia is known to be pretty low-crime and good for business but I find the current case of Rwanda particularly interesting. I read a book about it called Rwanda, Inc.: How a Devastated Nation Became an Economic Model for the Developing World. Fascinating stuff.
