A bit small scale but...in the 1970s we were paying off Islamic strong men in places like Lebanon to leave our people alone. The Soviets didn't have quite the same budget, so when a Soviet official was kidnapped, the KGB sent only one payment in a small box. The box contained the testicles belonging to the nephew of the Imam directing the attacks. The KGB said they would return the other people (or pieces) they had taken when their official was returned. They never had an issue again. We eventually had a massive Marine barracks bombing. If someone wants to act like an animal, sometimes you need to show them you are a bigger animal.
