Intervening in failed states results in a "you broke it, you bought it" responsibility which the US can't really afford. Look at Puerto Rico, for instance. They're a basket-case but because they are a territory the US has some responsibility for propping them up. Think of how much treasure was spent to rebuild Afghanistan and Iraq. We don't have the surplus to fund Marshall Plan style programs anymore and these countries just piss it all away as they stubbornly refuse to let go of sectarianism, guerilla warfare, and/or terrorism.
Isolationism and "Fortress America" ala Trump's wall is a more logical (albeit politically incorrect) reaction to the world going to hell in a handbasket.
As for Canada, it serves as an escape valve for lefties to emigrate. If you annex it, you'd be welcoming in a huge block of future Democratic votes.
