It's unfair to compare Budapest to Moscow. I think if you go a few hundred kilometers westwards into German-speaking territory, Budapest will seem not so bad after all. Hell, I saw three cite girls yesterday in a basically empty expat place at 3am in the morning in Moscow. You simply won't find that anywhere else.
I found Budapest to be quite decent when I visited in 2016. Ötkert is good fun, there were two other clubs too that had decent girls. Was living in Prague at that time and Budapest was better in terms of ratios and quality I thought. Seems like a very livable city too. Only the male population was pretty aggressive and nowhere near as hospitable as Balkan people for example.
