They are attention hoe time wasters and most require intermediate to advanced Spanish because English is generally very basic. Like anywhere with super aggressive/desperate men the women are bound to be skeptical and force you to put in the work. They are used to aggression and will make out in the club, but it fulfills their attention fix and isn't a legit sign of promise like it is in other countries.
