First of all - Ramadan is just intermittent fasting where most Muslims gain weight during their "fasts".
It only becomes stressful for the non-smokers who have a tough time not smoking for 16 hours and the lack of water in hot climate is just moronic. I would not call this actual fasting - that is just not eating for 15 hours while shortly before sunrise and after sunrise you gorge yourself on food.
Second - that guy behaved exactly how a Muslim behaves. He backed up not looking back and bumped into a group of men, they got upset, he got upset because his Islamic supreme honor was touched. Then he got into his car and reacted exactly how the followers of a Medieval Warlord named Mohammed are expected to behave - he attempted to seriously hurt or kill them with his car not thinking about the consequences.
The judge took into account his young daughter and the fact that he was up until now not a criminal. I would personally deport the entire family and not punish him at all in the UK, ban him and his brood for life from entering any EU country. Why? Because after 5 years in a UK jail filled with 50% radical devout Muslims he will exit the place likely a Jihadi or at least a far stricter more believing Muslim. Next time he will take a truck and drive through dozens of children, because that is what Mohammed taught them to do.
Also as a side note - Ramadan is not only a time of increased terror with an ancient tradition of Muslims killing unbelievers or other Muslims (who are of some different opinions). Ramadan is also a time of increased nerves for sure, but this is beyond that. He did it deliberately - and if he is too dumb to control his emotions sufficiently, then he deserves to be punished.
