I would say for Poland: Warsaw would still be interesting. But it will be a bit of a ride if you take a bus or a train. Warsaw is worth the tourist trip (but it's full of guys doing day-gaming, especially now that spring comes). Krakow is twice as worse. Avoid it like the plague. If you are interested in girls: NO. If you want to see touristy stuff with buses of Japanese and German tourists buzzing around: Yes. If you arrive in Berlin, excellent choices are : Szczecin, very big student place, almost no foreign tourists. And Zielona gora. Smaller but your value wil be great.
Romania now: Bucharest: less tourists than in Warsaw or Krakow. Fun but still a capital. If you have the choice pick a second tier city (not much knowledge on that I will redirect you to the Romania threads).
