There's no need to punish the student for "bullying".

This is clearly in the realm of the judiciary. Convict like any normal criminal.

Obviously that would be ideal, but I was stating the facts as they are today. Schools are absolutely chicken shit to do anything, including calling the cops, about bullies out of fear of getting sued.

Parents are absolutely part of the problem, too. They're teaching their bully kids that there are no consequences for their actions.
