Germany and Japan were completely destroyed. They didn't experience surgical strikes such as are carried out these days by the US in the Middle East. They experienced total war where their cities were destroyed and men, women and children were killed in large numbers. And they've been meek as lambs ever since. They had no choice but to adopt the system imposed upon them.,
Also, Germans and Japanese are high IQ populations, and more likely to adapt to and thrive within a democratic system.
