There are no Nazi hooligans in Western Europe, it is most likely a Roman salute however, which go back to the days of Rome, but obviously iused later by other parties.

The footballer Paolo Di Canio got into heated arguments for using that salute, but he continued to do it anyway. It's famous with fans of Roman club Lazio as opposed to historically 'red' AC Roma.

I imagine this sort of thing is popular with hooligans across Europe, since Italian Tifiosi is the inspiration for many of these guys.

When you are Italian, maybe its a Roman Salute. More common, its the fascist salute. But everybody know its the Nazi salute. There are Neonazis among Hooligans. Not every Hooligan is a Nazi nor every Nationalist. Still its the salute as has a meaning, doing it and then say: Oh I did a Roman salute is either very stupid and naive or you try to fool people.
