Personally I'd much rather be in a world-renowned city with decent prices and warm people (Madrid) than out in the sticks in Taiwan where people only speak Chinese..
Depends though. What do you mean by "2nd tier"? I heard that beyond Taipei, Kahsiung is doable but anywhere else will be difficult and boring.
