What exactly does 2nd tier mean in Taiwan? Anything outside Taipei? If you can't speak Chinese then not worth it IMO.
Southern and Southeastern (down from Valencia) 2nd tier Spain is better than Madrid, generally, but 2nd tier west, north and east of Madrid is worse than Madrid, is what I believe.
