I worked on cruises out of Florida for a few years. It was for a casino concession and lucky enough to have dining privileges.
My move was always the following:
Go to where they display the cruise embarkation photos as soon as they put them up. These are the photos they take of everyone upon boarding.
Scout out photos of all girls, noticing who is not with boyfriends, husbands, or families.
Arrange with dining maitre d to sit at targets table.
For me I usually got one girl per cruise, for cruises longer than three days, you bail early if you are not making headway and go after others.
FYI, female staff is very difficult for civilians to pick up as all girls hook up with guys on the ship almost immediately. The longest I have ever seen a girl stay single was like 4 days.
