Never had this happen but it is interesting. It must be, as previously suggested, some warped sense of intimacy where a kiss is more intimate.
Which is weird to me because most girls, in the West anyway, are "making out" from junior high on so kissing random dudes becomes about as meaningful as eating a sammich from 7 Eleven by the time they reach their mid twenties....yawn
