It's a historical building. Russia also has a long record in modern times of handling their shit when it comes to islamists.
You'll find plenty of historical mosques in both Russia and China.
However what you won't see are communities of fundamentalists preaching extremism right out there in the open and given a voice and platform for their shitty views in the mainstream media or with the "progressive" set.
You'll find plenty of these communities throughout western europe though. U.K. is full of them.
