The ethnic prediction capabilities of these tests is temperamental. Given her results and her father's results it's possible that her father is her biological father.
Even if you test four siblings with these tests, the ethnic results they give can be quite different.
These tests can only generally reliably show ethnicity at the georegional level, e.g. Western Europe. If you are for example thoroughly British, you may get large chunks of Iberian, Skandi, French or German.
My Father and his sister's results are about 20% different on Ancestry. On a site with more rudimentary predictions they don't look remotely similar.
Any country or region that shows up as a low single digit percentage is likely just noise.
Regarding this girl, her control panel will show if this guy is her actual father. She didn't need to look at the ethnicity.
