th SEA Stop: Riding Out Ramadan, Opinions?

So I finally booked my fabled (in my own mind) trip outside of my inescapable US/Western Europe/Iran triangle.
Highlights of this thread in case you don't want to read my long windedness (please do read if you so choose in order to get my opinions on each spot, which are researched to an extent on this site and other places):
A. Which city to ride out Ramadan?
B. Phnom Penh, Shanghai, Tokyo, Taipei
C. Second group that drop dramatically in terms of what I intend, but that are still relevant: Seoul, Mumbai, Tehran, Some party place in Oz, Bali.
My primary goals/concerns for this month are in this order:
1. Poosy paradise/ease of getting laid/quality and quantity of girls (I realize I can stay extra in Thailand or Phils or something, and I am attracted to every race, skin tone, and all that equally).
2. Cost. Best bang for my buck. This isn't 100% a bang trip, it is also to a smaller extent a ride out my investments in a cheaper country (than the US) while seeing a different lifestyle and finishing getting in shape type trip to. Don't get me wrong, #1 above is still #1, but it's not everything.
3. Seeing some things that will expand my mind as visiting Iran for the first time (as an adult, once when I was three) did. I had never really seen people walking slowly between cars that were speeding on highways, 3 grown men riding on the same small motorcycle going opposite of traffic, and things like that. This isn't #1 or #2 for a reason, but it is still relevant. I am sure I will see things on this trip I never have before like what they say of street kids in Manila cooking garbage meat on the streets (no idea if that is actually a thing or I'm just gullible), and not only will this sort of thing enrich my mind but I'm sure also help my game in so many ways even beyond most interesting man in the room/world type stuff.
As of a couple of weeks I will be heading to the Philippines, Vietnam, and Thailand in that order. All of the flights and accommodations are booked for those three countries. The plan, originally, was to just add Kuala Lumpur and Jakarta to those first three and call it a day, possibly back West, but to Latin America.
So I've posted a tiny bit about how I was once in Iran for Ramadan, and I think it is needless to say I will not under my free will spend the month of Ramadan in a Muslim majority country again (unless I'm banging some Arab movie star chick or a King's wife).
For that reason and because the rain issue will calm down in both KL and Jak after Ramadan, I am thinking of riding out that month in another nearby location.
I know this is entirely subjective, but can any of you that know this region give your take on the following cities and which you'd pick and why (I know all the cities I'm listing are not SEA, I'll give a small line about my opinion on the place too):
1. Phnom Penh- Cheap, would be cool to say I was there (not a backpacker "when I was in India type" though), would see a place I've probably never seen anything like in my life (lifestyle, poverty, nature, everything), and from what I've gathered a bit of a poosy paradise if it is in fact easier than Vietnam (I know not the EASIEST country, but still relatively very easy).
2. Shanghai- The areas I looked at are kind of pricey (trying to keep my month long stops under 1.5k USD if possible), pollution, overpopulation. The positives are obvious, maybe will become the great city on earth in the great power, Chinese girls are decently cool and I like them, total party city from what I hear, I know some people out there, shouldn't be too hard to get it in with several Chinese girls. Oh, also no Mandarin for me, so it's going to be body language and English speaking all day.
3. Tokyo- I RESPECT the Japanese, possibly based on stereotype and history, more than many other nationalities, even though I intend to travel the earth if possible. I mean these are the people that kicked the Portuguese the fuck out and learned how to make firearms by copying European guns, and when the entire earth was getting their asses handed to them by European powers (including other Europeans), these were the first country to defeat a major European power (Russia in early 1900s).
Aside from all this historical stuff, I've dated a couple of Japanese honeys in America and while they obviously are humans like the rest of women, I can't say the extreme politeness and willingness to listen is exactly a turn off. Oh, and they are hot as f (I'm equally attracted to women of every race physically though, not in my hands at all).
I'd love to go there, but as I've read the datasheets and such it seems like 0 Japanese skills and the price will get to me. I don't really intend to ever learn Japanese unless one day I decide to live there for some reason (don't plan on that), but I don't think three months of haphazardly mixing my Spanish study with a little bit of Japanese study is going to cut it.
4. Taipei- Everyone here, and people I know personally, say this is a great spot. Seems relatively cheap, and with many of the positives of Shanghai, minus many of the negatives. My main issue with Taipei is, and I know this might sound stupid, when I end up back in the US I don't want to tell every Chinese chick "yeah I was in Taipei. What? No, I didn't step foot in China though". I feel like Taiwanese girls, who are also rarer to bump into, would be more willing to accept that I went to Shanghai or whatever. Again, I know that's a stupid concern and it really isn't an ACTUAL concern on that level, but meh. The rest, which I'm not even really considering, but that are options I will breeze through:
5. Seoul- People here say no hookup culture. I'll be in Los Angeles at some point, they're everywhere there.
6. Mumbai- People hate on India, never been there myself. I love me some Desi poosy (just got one last week), but yeah India seems like a spend a bit of time and see the lifestyle and work hard at getting laid type place. I'd love to go, but I think I'll pass.
7. Tehran- Family there, love Iranian poosy. Again, Ramadan. Also one month, especially during Ramadan, is not how you do the Iran thing as far as getting laid. Not saying it won't happen, particularly in my case, but basically rule out nearly every chick you cold approach in that last week or two if you get me.
8. Some party place in Australia- Checked Sydney out, fuck that, too expensive. I'm not a big Aussie girl boner type guy, but I certainly wouldn't mind seeing that country. I'd just probably have to look into a party destination and stay in some shit hostel dorm. Doesn't sound terrible or truly amazing to me and will probably run up my costs and not lead to that many lays anyways.
9. Bali- Not a beach guy, will still be Ramadan (although I think they are Hindu there right?), and I'm already going to be in Jak. This actually makes more and more sense to me outside of that top list, but I just don't really know.
Not really considering anything else because I am either under informed about the options or they are too far, expensive, or the flight itself is too much.
